It is not common for all fourteen sluices at the Panama Canal dam on Lake Gatun to be opened at once,  but the enormous volume of rain Hurricane Otto dumped made it necessary in order to avoid flooding nearby villages.   This is a  spectacular convergence of the man-made and nature.
